HSL Properties Inc. bought a 13-acre parcel at Steam Pump Ranch from Evergreen Devco Inc. and Diamond Ventures Inc. for $3.3 million. The property, on the west side of North Oracle Road south of West Tangerine Road, will be developed as a 288-unit luxury apartment complex with a free-standing coffee shop. The expected opening is October.
